Legal Question in Employment Law in California
I spoke with my boss on Wednesday May 18th at approx. 7:30PM notifying her of my want to resign, after a discussion in which she tried convincing me to stay I left the office and emailed her at approximately 10pm that night explaining that I would not be returning to work for her. It is now Saturday May 21st and she emailed me yesterday saying that she would be withholding my last check until she receives my office keys. Is this legal? I've read California Labor Code section 202 and 203. Do these apply to me?

Yes they do. It is not legal. If, however, you fail to return the keys she can sue you for any costs incurred, such as changing locks, etc.
