Legal Question in Employment Law in California

Is stalking consider sexual harassment ? My friends boss was looking at her work while working but he kept on moving her from line to line and he would not let her alone until she decided to go home What Can we do in a situation like this ?

You need to explain in more detail what occurred as what you stated is that he was watching her and moving her work location, neither which have to do with something improper if that was within his authority as her boss.
