Are there circumstances or provisions that allow for or extend time limits for barring some acts of discrimination due to extreme/pervasive employment practices and/or due to a long history of undeniable disparate discrimination by an employer?

In the case of continuing discrimination, the statute runs from the last act which occurred in the pattern or course of conduct, regardless of how bad the conduct was. Generally, a person has one year to file a charge with the DFEH or EEOC from the last date on which he/she was a victim of the discrimination.
