Legal Question in Employment Law in California

I was terminated on 9/28/2011 but my employer did not provide my final paycheck at that time. I was told that I would not get my final paycheck until their next pay period which was on 10/13/2011. HR advised me that since they are a public agency by law they don't have to provide my final paycheck on the termination date per Labor Law section 220. Is this true?
