Legal Question in Employment Law in California

Time Clock

I am a contractor working for a company through a third party. We clock in and out on a computer. The process to clock in and out each time takes a full six minutes. People are being written up if they go a few minutes over (unauthorized overtime) or a few minutes under because they aren't reaching their FULL eight hours. How can this be legal when the process takes six minutes?
