Is a ''closed shop'' or agency union legal in California? If not, what is the case or statue of law that states such?

Re: Unions-Agency shop
A closed shop, that is a requirement that an individual be a member of the Union PRIOR to being hired is unlawful pursuant to the National Labor Relations Act.
A Union Shop or Agency Shop, which is a requirement that after a certain period of time all employees must pay fees (membership is not required so long as the fees are paid) to the union as a condition of employment is also authorized by the NLRA
