Can management disclose personal information reguarding an employee to other emloyees just for the sake of chit chat?

No. However, there are many factors that need to be considered in evaluating a case such as this including 1) the nature of the information, 2) the extent it was disseminated, 3) your resulting mental anguish and distress, etc.
