unpaid wages
I quit my job on 3/14 and have not been paid - they allege that I have property belonging to them that I do not have. On 3/16, I received a memo of these allegations and that my wages would be withheld until property was returned. ? 1) are they bound by the 72 hour law (LC 202); 2) is the property and wage payment 2 separate issues; 3) is the memo I received considered cause of action according to LC 203.1)? Desparate in CA

Yes and Yes to questions 1 and 2. Employers are not permitted to use self-help to recover property they claim you have. They would have to use proper legal means like anyone else. Payment to you should have been within 72 hours. I'm not sure what you mean by question 3, but the employer may be liable for the waiting time penalties under section 203.
