i verbally agreed to give an employee unemployment, then found out it would indefinitely raise our taxes. is it too late to not give them unemployment?

Actually, an employer does not make the decision about whether an employee can collect unemployment benefits.

In California, an eligible employee may collect unemployment insurance benefits. Here is a website describing eligibility: http://www.edd.ca.gov/unemployment/eligibility.htm

Employees who are terminated for cause cannot collect unemployment.

Employees who voluntarily quit without a good reason cannot collect unemployment.

If the employee was let go for cause or quit, then when EDD sends you the employee's paperwork, you can tell EDD. EDD will deny unemployment benefits.
