Vice President slaps ass joke/promises to fire her later at Christmas Party

If a Vice President of a company slaps a woman on the ass. Is that in itself sexual harassment? She reported it to the President. President talked to Vice President. If the Vice President then announces in a joke/threat at a company party a month later that he is going to fire her this year. Is that sexual harassment? Soon after the Pres starts telling the woman she has to got the extra mile to make it in his company. She asks if the her work is fine. He assures her it is. Now Pres is telling her he has problems with her because other employees would rather quit than work with her. Who can I report this company to. So other attractive women can be warned to think twice before working there?
