wage adjustments for profit

if an employer gives a pay scale having to do with how much you produce, and then you meet the top of the pay scale, can the employer then constantly change your pay rate or change the height of production if the employer feels that too many employees are meeting the top pay and are no longer profiting as much as they were before?

Generally an employer may change wage rates so long as you are given reasonable notice.
