wage reduction dispute for hourly associates

As an hourly wage workers we're entitled to annual pay increases, depending on performance reviews. Merit increases, or increases for performing special jobs or promotions also factor into this. The situation is this: a wage increase was recieved 2 years ago for taking a position. Upon the associate's leaving the position the company let them keep the wage increase. Two years later the associate steps down from a different position, an hourly supervisory position, the company determines that they will take away the raise that the associate received for taking the hourly supervisory position, as well as the raise from 2 years previously. Is there a limited time frame for a company to take away a raise from an hourly associate? Can they even do this at all?

Unless there is a contract stating otherwise, yes, generally, they can. More facts are needed for a more specific reply.
