Legal Question in Employment Law in California

at will employees

i have been a part time city employee for 14 1/2years. recently i was named in a interal affairs complaint. specific alliagations were not clear. at the present time because i am consider a ''at will'' employee and am not entitled to legal representation by the union. i am under the present impression that i will be terminated for no just cause because of the ''at will'' status. do i have any legal recourse. any information or advise would be highly appreciated. if you could refer me to a attorney...that would also be appreciated. thank you in advance for you assistance.
