Withheld paycheck

I worked only one day at a retail store for 4 hours this past summer, I quit because something else came up. I never recieved a paycheck from them, I called them and they said they would mail it to me, which they havent, I read that a company could pay for a ''waiting penalty'' if they dont send a check within so many hours, is this true? and how do i get them to do this, isnt it illegal for them to hold my check and not send it to me?
