Legal Question in Employment Law in California
I work for the city of Anaheim and I am leaving to go to another job. I have an I.D. badge that they want back when I leave, the only thing is that about a year ago I lost it and had to pay $50.00 to get another one. so I think that if they want their badge back they should have to reimburse me the $50.00, so if I refuse to give the badge back can they legally do anything to me, ie: keep my last check?

No they cannot keep your last check. But they can take you to small claims court for taking city property and the cost of having to replace it, if they so choose and they can give you a bad reference.
