Legal Question in Employment Law in California
I work for a municipality in CA, I was laid off for 2 years and reinstated 3 months ago. Now my employer says there was a typographical error on the reinstatement list and that there was one other person with more seniority than me (I was 2nd on the list) Now they are going to lay me off again in a week. They told me they discovered the error 6 weeks ago but had been trying to find another position for me but couldn't. Do I have a case and a property right in my union job? Can I fight to keep my job?

You definitely do not have a property right in your job. All I can suggest is you talk to your union to see if you have any recourse there.
