Legal Question in Employment Law in California

I work in a school district that provides 11 "sick days" per year. If the sick days are not used, then they accrue year to year. This year, I had some illnesses and had to take 14 days off of work. As I had over 30 days to use from the previous years of employment, I took my days. The problem is that my boss has used it in my employee evaluation. It was stated that my absences this year were "excessive" and that it really hurt me this year. My boss stated to me during the conference that she was pleased overall with my work performance but that I had too many days absent. My question is what are sick days for it you are not able to use them? Is this lawful? I believe the new law here in Ca effective July 1st will not allow her to do this in the future? Am I correct?

Only up to 24 work hours or three work days per year with a maximum accrual of 48 hours or six days of carry over time.
