Legal Question in Employment Law in California

I work for a university in southern california. My normal day-to-day commute is 30 miles roundtrip to the university and back home. All last year I would periodically be required to drive off campus for work to recruiting events sometimes 100 miles away. Last year I was reimbursed full mileage from my home to the work site and back to my home. This year I am being told that I am required to deduct the 30 miles of my normal day-to-day commute. So what I used to be reimbursed 100 miles for, I am now being asked to subtract 30 miles off to factor what would be my normal commute leaving me with only 70 reimburseable miles. Is this legal?
