I have worked for a company for 11 years. I just noticed on my paycheck that they deducted a day from my last pay period. when I asked why I was told that management decided to change a company policy (no one was notified). That when we take a 1/2 day (leave at 1 or 2 or come in at noon) that they are now deducting 4 hours from our vacation/sick time. That over the last 2 weeks I came in one day at noon. (left at 6pm so worked 6 hours) and then the following Friday I left at 1:00pm (came in at 8:30). Is this legal for them to do?

Not if you are an exempt employee. Minimum pay unit to maintain your exempt status, which must include being on salary, not hourly, is one day. If they maintain this policy, you become non-exempt and subject to the full wage and hour laws for hourly employees, including overtime.
