I am owed 75,000 by a so called friend. Payment back is far over due.Can I PUT A LIEN ON HIS WORKMANS COMP CASE?

You cannot put a lien on anything until you get a judgment against him. You should immediately contact an attorney to assist you, as the amount is greater than the small claims maximum of $7,500.
