Legal Question in Employment Law in California

I have been working at the same place for the past 2 years. I recently saw an opening for a higher position. After applying however I was sent an e-mail saying I had missed the deadline, which I had not. After pointing out that the deadline had not passed by the time I turned in my application, I was told they had reached the limit on internal applications. Can they really do this?
