Legal Question in Employment Law in California

Working without running water???

The city is going to be shutting off our water in our building from 9:00am to 2:00pm. There will be no water to use the restroom and there are about 100 employees in the office. They still want us to come to work and just ''hold it'' till the water comes back on. My question is, how long legally can we work in these conditions. Is there some sort of time frame?

You may want to contact CALOSHA to determine whether this violates any regs. However, the alternative would be to send everybody home without pay which may be more upsetting to many employees.
