Temp agencies typically have contracts with the companies they provide services to, which prevent the companies from directly hiring the personnel they place. The companies pay the temp agencies for each person placed with them. That is how the temp agencies make money. You are an asset to the temp agency. If the companies hired away the employees the temp agencies place, the temp agencies would go out of business. That is why they will not allow the company to hire you without a buyout they deem to be profitable.
There are usually time limits under the contract. You can ask the company you are working for to review the contract and to stick with you until they can hire you directly. If they like you, they may wait. Give them a good reason to keep you.
