Written policy change regarding compensation

In June 2000, the company bulletin board stated a policy change regarding a compensation change for field service employees in two high cost areas. All field service employees in these two areas were to receive a specific % cost of living adjustment in their base salary. Employees in one service area received their adjustments. Employees in the other service area did not.

Do the employees in the 2nd area have legal recourse?

If and when the adjustments are made, is the company legally obligated to pay retroactive pay (from June 2000)?

They do not have to pay retroactive but they may if they want to. they cannot make a retroactive cut.
