3 day notice for a past due water bill

i live in an apartment with a one year contract. we have to pay a water bill not including rent to NW&P. my bill was past due. i received a 3-day notice to pay my water bill balance due. (i reveived a ''notice to perform covenant of lease or quit''. stating if i do not pay this bill within 3 days i will have to vacate in 3days. On my lease it state, ''ultilities resident agrees to pay all utility charges, including utility deposits, except trash, upon presentation of an invoice for such utilities from the owners agent.(IT DOES NOT STATE ANYWHERE THAT THE WATER BILL HAS TO BE PAID IN FULL.(NW&P, national water and power) sent me a bill, with no threats! i also received a 3 day notice months ago, due to being late on paying my rent. (it is due on the 3rd of each month and i paid it on the 4th, (the very next day) is this legal, i feel i'm being harrassed. Please advise! (BY THE WAY MY LEASE IS UP IN MARCH 06. thank you!

Yes, you are being harassed. If you don't want to continue living there beyond March 1, make sure you send your landlord a letter 30 days before stating that you will be vacating on March 1.
