Except for emergencies, the landlord must give "reasonable" written notice to a tenant, with 24 hours deemed normally reasonable. The reason stated for the visit should limit the stop by to that matter. I do not understand why his Navy superior would take pictures; ask him. Is your husband planing a divorce, child custody battle?

Tell the landlord that you are upset about what happened and that therefore you will not in the future let him in without 24 hours written notice.
