1 water meter for a duplex

My son is thinking about renting a duplex. My son states that the lanlord said he would be responsible for half of the water usage. My question is if there is only one water meter for both dwellings how can he charge my son half the water usage when he only has one meter for both dwellings? How can he determine how much each dwelling uses?

I have no idea, except to average the bill for a 12 month period, and then approximate.

A provision can be negotiated into the written lease concerning the water bill.
