Abstract of Judgement and Child Support

The sheriff deliered an Abstract to a ex-renter of mine. The HR person at the company denied it saying that there was already a judgement. She wouldn't release any other info about the previous judgement. What is the total % of wages that can be garnished in CA, and does the denial mean that he is already capped out?
