Legal Question in Landlord & Tenant Law in California
If I do not agree with my landlord acting as my handyman, making repairs. Is there anything I can legally do?

Mr. Green is right. And I would add that a person doing work on their own property cannot - by definition - violate any contractor licensing laws since he cannot contract with himself. Your rights are in the condition of the property, not who does repairs. That is none of your business as long as the property condition meets the landlord's legal obligations.
