If the air conditioning broke and the landlord won't fix it until Monday. can I stay at a hotel and send the bill to the landlord?

Unless maintaining the air conditioner was in your rental agreement, there's a question about whether the landlord is obligated to pay for a repair. It sounds like the landlord is exercising diligence, which is all that is required. You might try alternative means of staying cool -- like drinking cold drinks, staying out of the sun, and opening the windows.

Nope. Heat is a condition of habitability of a rental unit. A/C is not.
