Legal Question in Landlord & Tenant Law in California

I'd like to amend the clause in the Rental Agreement (month-to-month) in regards to guests/visitors. The language in current Agreement is vague and tenants tend to interpret it to suit their needs. I'd like to word it more clearly, also I'd like to increase rental surcharge for long-term guests. I'd like to give that Amndmt to all tenanst. 1. Do tenants have to sign it, like they sign rental Agreement? 2. Can I make it effective on the day of service of Amndmt or it has to be 30-days advance notice? Thank you.

If you want to amend a written agreement, it requires the consent of all parties to the original agreement. That's what it means to be an agreement. Not only one side.
