my apartment was broken into, i have been calling the manger to fix the gate and it hasnt gotton fix and there are bums that sit outside, is the apartments liable?

It depends on whether the broken gate was a factor in your apartment getting burglarized. If so, and if you have proof of notifying the landlord of the unsafe condition, then the landlord most likely has liability.
