If you are on a month-to-month rental, you are entitled to 60-days notice to move out. If you have a lease, you are entitled to stay until the end of your lease. You have no right to moving expenses or any other payment. If you want to be paid for the next owner-move-in pick an apartment in San Francisco. They have rent control ordinances that give you at least some of the rights you are looking for. It's the only city north of LA that has that level of tenant rights.
