Does an apartment owner have the right to limit the use of the tenant swimming pool because of the managers personal problems with someones race?

Absolutely not. You can complain to the Department of Fair Employment and Housing and/or file a lawsuit if you can prove it's because of your race.

Absolutely, totally 100% No! Private swimming clubs, such as country clubs, are not supposed to, but they get away with it.

If you are being discriminated against, you have options available, and should refer to Mr. Cohen's answer.
