In my apartment, the entry door is right next to the living room, the door is also largely a glass door surrounded by a wood frame. This does not allow me to control the brightness of my apartment completely from exterior sources, because there is a bright light right outside my apartment that I can't turn off. This causes glare on the tv when I watch at night so it affects my ability to live in my apartment comfortably. Should I be the one who has to pay for a shade cover for the door or could I get my apartment complex to pay for it?

Yes. You have to pay for it. Ambient light is not a nuisance that would be subject to abatement to accommodate any kind of disability. There are other remedies you may employ such as moving the location of your TV.
