Apartment Resident Inquiry

Is an apartment manager/complex able to disclose to a non-resident (or member of the public, not including any law enforcement official) any information on one of its residents?

That depends on what the information disclosed is and how that information was obtained. You have to give us specific facts to be able to answer. If they got it from you under a promise it was confidential, they are subject to suit if they breach that agreement and it causes you damages [just passing harmless information along is not a basis for damages]. If it is a prospective landlord asking what type of tenant you are, they can give an honest answer. If it is public information then it is already in the public realm.
