Can an appartment complex in CA accept a security deposit, sign a lease, and then say you have to show that you make 3x the rent to be able to rent the unit even though they know you receive SSI as your income?

If both you and they signed the lease, they are liable for breach if they do not honor it, unless it has a clause that it is only valid if you have the required income. Bear in mind, however, that at the end of the lease term they are going to put you out even if you do force them to honor it, because they are under no obligation to renew it.
