appliances in rental
Is the landlord responsible for maintaining and repairing appliances (specifically a refrigerator) that are exisiting in the rental property when the tenant moves in?

Yes. If it is there before the tenant has moved in then it is being treated as being owned by the landord so he has the oligation to keep it operating.
