apt rental- upgrades
I have been renting from an apartment complex for 8+ years, can I get my landlord to replace my carpet and paint the walls for free?

Can he, or will he? So long as the property is in "habitable" condition, he has no obligation to do so. Dull paint, and old carpet are not generally considered to be inhabitable conditions, though the carpet MIGHT reach that point depending upon wear and tear. Certainly, your landlord can voluntarily agree to do it, but its entirely up to your landlord and is a business decision on his part. If you are a great tenant, and perhaps offer to sign a new lease, he might consider it. In a down economy, however, you might find that this is not the best time to ask.
