Legal Question in Landlord & Tenant Law in California

I asked the question regarding my rights if I decide to move after being served with a notice stating Civil Code 827. A lawyer on this site explained what Civil Code 827 means and I do understand is a change of increase of rent, which is almost twice as to what I am paying at the moment. As of today, I have no legal document as a renter of the new owners, no rental agreement has being signed. I do have and old rental agreement with the previous owner, which I rented the property for almost 22 years. My question is, if I decide to move, am I entitle to my deposit, and is there any law that helps with a situation of a handicap individual.

It does not appear from your zip code that you are covered by rent control. There is no statewide relocation. As to your security deposit, the entire matter is covered by Civil Code section 1950.5.
