I do not know the answer to this question, but I suggest you contact the local housing agency, as well as the local agency on aging. Either should be able to assist you in answering the question, and in resolving the issue. This does not, however, sound reasonable at all. The increase sounds like an effort to evict the tenants economically, or the facility is in trouble. Contact the local housing and aging agencies for assistance.
