Legal Question in Landlord & Tenant Law in California

My brother rents a house, has permission to rent out 2 rooms. A man just moved in within 30 days and is damaging property & is being confrontational. There is only a verbal month/month agreement. My brother wants him to move out and wants to know how to do it legally so the man can't cause him trouble.
