In Calif. does a landlord have to apply to the court for back rent collect by the court in an unlawful detainer action?
If court has loewred rent due to repairs, does court need to be notified when repairs are made in order to put rent back to origional aount

Depends on what the judgment said that you lost on. Usually you would have to apply to the court to get your back rent and again depending on the judgment the court may or may not need to know about the repairs being completed before you seek the full amount of the rent again.
