in california, can they legally give you a three day notice without giving you a thirty day notice?

Yes, if one of the following is present:behind on the rent; violate any provision in lease agreement; materially damaged the property; if apartment complex, substantiailly interfered with another person (i.e. another tenant); or used the premises for illegal purposes, such as selling drugs,making illegal drugs, etc.
