In california, how long must a property owner keep someones personal
property who has gone to jail and has been living on the property in a bus and not paid rent for years?

You need to read the many laws which govern abandoned property. In particular, read California Civil Code ��1980-1991, and California Code of Civil Procedure �1174(e)-(l). You must store the property in a safe place; you must give notice of the former tenant's right to reclaim the property, you should run a UCC check to be sure that none of the property is subject to a lien, and if it includes vehicles, run a DMV title check to determine if the vehicle has a lienholder; you must then publish a notice of sale of any abandoned property that reasonably has a value of $300 or more.
