California mom 84 forgot about getting business license tenant found out about it and stopped paying rent is that blackmailing have text message but says harassment and stop paying has excuse

Lack of a business license is not grounds to withhold rent. Serve the tenant with a 3-day notice to pay rent or quit and if they push it, commence eviction case. The business license is just a tax. Clear it up with the city.
