In California, can a 13 month lease require legally to give 60 days notice before vacating?

Your question doesn't make sense. If a lease is just for a term of months you are not supposed to vaccate until the end of the lease, and you are supposed to vacate at the end unless you and the landlord renew the lease. There would be no need for notice.
