Legal Question in Landlord & Tenant Law in California

my car is parked under a carport in a designated space in the back of my duplex. it's certified non= operation with the dmv. an inspector of some sort has advised my landlord he will be fined and car towed if not removed. why?is this legal?

Speak directly to the inspector to find out what his rationale is. No matter what the law says, if he has a different opinion he wil enforce his own opinion. His thought might be that an open carport is part of the roadway and a non-operational vehicle is not suppose to be on a public roadway.
