Legal Question in Landlord & Tenant Law in California

Carpet deduction

I have a friend who moved into an apartment that hadn't been replace for 3 years and this year the 4th year he moved out and the landlord wants to charge him for new carpets. I was looking at the civil code 1950.5 about normal wear and tear and useful life, but I still don't understand whether the landlord has a right to charge my friend for 4 yrs on the carpet when only he lived 1 yr at the apartment.
