Change in rental agreement

We signed a rental agreement that said sewer costs would be covered by the landlord. Just recently, we received a bill for the sewer costs. So, we called the landlord's manager and asked if he was going to pay for it. She said that she was mistaken when she put that on the lease and that she'll revise that and we'll all sign it. Can she do that? We believed that we were not going to be paying for that and now we are. Can she just say it was a mistake and then force us to agree?

No. Part of the consideration for your accepting the apartment probably was what it would cost you. If you sign the amendment, then you're bound by it. Of course, once your lease ends, you can be certain that the landlord will insist on including it, and raise your rent to cover the cost of the sewer in the past.
